The government didn't set out to create the internet, you know. It was an unintended product of military R&D. Heck even the minimization of circuits was an offshoot of the space program. R&D isn't a process that put in $X and you're guaranteed of getting exactly what you want .... you may get things not even thought of.

You know something else, if you couldn't misrepresent others positions, you wouldn't have anything to post at all.
