That would take a massive shift in how people approached medications. The Wild West attitude of Caveat Emptor would have to be in the forefront of people's minds if the drug had not been approved by a regulatory agency or peer review organization.

What would happen if the duties were turned over to an industry sponsored group? Obviously they would want to police against gross negligence rather than be sued. Would it be a good thing? Would it be a bad thing?
