The pandemic bill Trump and Mnuchin negotiated has built-in incentives to discourage people from breaking quarantine before June by paying them more in unemployment benefits than they would by breaking quarantine and returning to work. Those employees covered by Trump's PPP (Payroll Protection Programme) instead continue to receive their salary from their employers during the quarantine period and the Republican Communist loan to their employers becomes a gift from the State if they reain these workers through the Presidential Election.
