Operative word here is "standard". The UMTS UTRA DS 'Release 99' standard was submitted in reasonably final draft (80% complete) to the ITU in December, finalized in March, and approved by the ITU in April.

Test specifications (divided into 2 tasks) are in progress. Work on task 160 is scheduled to start in July, and the first draft deliverable (is expected by the end of November. Validation will start in December. Task 161 work will start in May, with the first results being reported to the 3GPP Working Group T1 (Mobile Terminal Conformance Testing) meeting in June. The final output of this task will be submitted for approval to the subsequent Working Group T1 meeting at the beginning of September.

Given the recent shift of gears, perhaps some network planning steps are in order. In truth, it may be a tad early for a "real commitment".

Several carriers will of course commence 1xMC trials very shortly.

Telsim is a fine infrastructure order for Nokia. Nokia certainly has a head of steam going on the infra side.
