If the group was industry sponsored it should be a situation where the industry sets up a fund large enough for the income from the fund to cover operations.

If the organization has to keep going back to the fund, people might think it was biased to approve drugs, and if its legal to use unapproved drugs than we don't want a bias towards approval.
