Thanks for the info, I'm still unsure on when and how the contracts are put up for bid, but contracts are contracts and some will have IDXs name on them.

From what I understand about Western Identification Network, (from the 5484 post) is a sole source for automated fingerprint identification and search system for the states that were listed. From J. Saf, post # 5469, WIN=NEC=IDX scanners.

As for the solicitation document, looking at the type of equipment listed, seems to be the type that INS would use for border patrol, info proccessing, and booking. Isn't this part of the naturalization package?
