Sounds like some variation of HDR which still needs Qs IPR. Otherwise I would expect that they would have said it didn't use Qs IPR. (Plus, as you point out, the timing of the announcement is immediately following their new license.) They may not need Qs power control IPR, but do need other stuff, any one of which triggers royalties.

This announcement may indeed indicate yet another player, a la COM-DEV, entering the data only network equipment arena. This PDA-laptop-telematics data field, may very well blossom ahead of any significant deployment of wCDMA. Given that the form factors of the end devices already exist, one need only design in the modem and proceed to market with existing software platforms. No need to design (and test market) any significantly new user interfaces or special protocols. Sure, the telematics interfaces will evolve, but initially need not radically depart from those currently in use on laptops, IMO. Just adapt current technology to their most convenient use in the car.

So PDAs, laptops, and telematics may be the major drivers of wireless data in the near term. "Traditional voice handsets" with add-on data features may move less of the total data traffic for some time to come, particularly if worldwide 3G deployment schedules continue to slip. A variation on the current voice centric model, but one where Q still holds the keys to the kingdom.
