Too bad they wasted all their marketing skills on one of their worst products.

"Web.Designer is not reliable or simple enough for beginners. Advanced HTML jockeys will find the software inconvenient and limited."

That's from c|net's review of WebDesigner. I've used Front Page, and from the sounds of this review, it rocks W.D. Tables are one of the most essential elements of good web authoring, and W.D. does not offer it. (FrontPage does, along with frames, which I'm not a very big fan of)

But that doesn't mean MSFT is still on top...the no-brainer choice is Adobe Pagemill.
