they publicly said 70% of production would be back on line in a week.

I can understand them saying this because they are worried about the effect on their ARAMCO IPO.

Lying is a problem with Arabs.... it is the same with most Asian countries... I worked in Thailand (yes, I have had about 4 careers and 8-9 jobs in my working life :0 ). I was a teacher of ESL there and found that, you rarely got admission of fault from a local... it was a matter of FACE. and I made mistakes because I did not understand this concept.

Remember the first Arab/Israel war....apparently the Arab commanders behind the lines were asking commanders in the field how well the battle was going... they were told all was well, even though they were getting the shirt kicked out of them. So, no changes to their plan was made and the Israelis clobbered them.

FACE... it is very important in Asian culture.... western cultures don't really understand the concept

Common ways foreigners tend to lose face in the region are in displaying impatience, anger, frustration and complaining about local conditions – all of them are interpreted in the Middle East as showing a simple lack of manners. {TRUMP, Bolton, Pompeo????}

It sounds to me that the Arab speaker was trying to save FACE in that conference.
