Of course you are correct. The fact is, the period when the South was Democratic, coincided with "The Great Migration", when blacks left the South to the then Republican, Northeast and Midwest. Now, the South has become solidly Republican, and there is a net migration of African Americans to the South.

Another example, is California. The most segregated metropolitan area in California for (African Americans) is Los Angeles. The least segregated metro in California (between black and white), is Los Angeles' conservative neighbor, Orange County. Now it is true, that there are fewer African Americans living in OC than LA. But the level of segregation for Hispanics or Asians, is greater in Los Angeles than Orange County too.
