I don't think you understand what I'm getting at. The way renewable energy incentives work in this country is that we pass laws that are good for a year or two and then we renew them. That doesn't provide the kind of political certainty that businesses need in order to make long term plans and investments. We really need to pass laws that don't expire for 10 years or more. That will provide the certainty required.
