I just sent you the one I thought you were looking for and now I see it's different. This one's on the Data Coalition put together by IBM, MSFT, NSCP, INTC, EDS, and CPQ to petition the FCC to encourage the RBOCs to consider implementing ADSL. It says, in part: <<<The coalition is calling for the Bells to determine a technological solution to the problem rather than charging new fees that could be passed on to the customer. . . . "This is going to be one of the most important infotech agendas over the next six to 12 months," said Mark Corbitt, who recently left his position as director of technology policy at the FCC to join Intel Corp. as director of corporate business development. Corbitt came to the FCC from Intel last January to start the agency rolling on Internet issues.

One solution that the Data Coalition thinks the local telcos should try is asymmetrical digital subscriber line, or ADSL, which is a technology that would let the data traffic bypass switches. . . . "Either deploy technology or get out of the way for competition," said Paul Misener, chair of the Data Coalition's steering committee and manager of telecommunications and computer technology policy at Intel.

Other coalition members include . . . Netscape Communications Corp.; Compaq Computer Corp., Houston; Plano, Texas-based Electronic Data Systems Corp. and the Business Software Alliance, a Washington-based trade association.
