For federal authorities, the most immediate concern about international terrorists in U.S. prisons is not an escape but collaboration with radicals and the funneling of propaganda to recruits abroad.

In 2006, U.S. officials were dismayed to learn that three convicted terrorists in Colorado's Supermax prison sent letters to militants tied to the Madrid train bombings. The letters were later used as recruiting tools, officials discovered.
