No, the government does it all the time. The best talent goes into private industry, so they may as well use them instead of lessor talent. The cost is competitive or less. Why does this upset you? Are they outsourcing in a foreign country, or are you just against americans doing their job if they are not employees of the government. It is well known private industry is more efficient.
