So, does xDSL work on a "loaded" circuit? Our PairGain and Tut equipment calls for "unloaded" circuits - no sealing current - and I'm assuming this would be the case for xDSL too.

Also, isn't it true that one finds sealing current mostly between central offices and NOT from CO to customer premise on a normal voice circuit? That is, there shouldn't be sealing current to your house.

If there is so much variability in line quality how are the carriers going to sell service? Will I get a reduced rate for reduced performance or are they going to "average" it out? Based on what I've read distance is a big factor. I'm not sure I'd trust the carrier to give me an accurate picture and I'd want to be able to check it myself. As an example, are all of you getting maximum line performance from your modems (28.8, 33.6 for better modems)? It is rare for most customers to make connections at top speed and most get significantly less. I won't quibble over a few 10Kb but ...

How can performance be measured and who makes the tools that the carrier will test with? Have tests shown that line quality can vary over given time periods (making measurement difficult)? Is there provision for in-band or out-of-band monitoring? Can the end user get the performance stats? Ideally I'd be able to check with software built-in to my network card as I doubt the carrier is going to inform me that my line quality nose-dived and automatically dispatch and/or adjust my bill :-).
