I don't think CE is going after markets such a telecomm switches, military gears, and cellular base stations. It is going after the high volume consumer market where it doesn't need to be bullet proof and high performing, and markets that need higher layer applications that can be developed for the masses. I remember Microsoft saying that VxWorks may be good for anti-lock-brakes, but CE will provide the multimedia entertainment inside the automobiles.

I don't know the structure of Qualcomm's cellular phone software, but if Palm OS can work with a CDMA phone, CE will be able too. I am not sure if Qualcomm has any plan using VxWorks in its handset, but I recall reading somewhere that its base stations use VxWorks. (I am not 100% certain here.) But one thing for sure is that Qualcomm had quite a few job openings for development using VxWorks.
