Mainly its the VOLUME. Apparently, and I am no expert in this as was only at one site, there are spots where its easier for the average Mexican to attempt a crossing. There they congregate and CHARGE across the border EN MASSE. The agents are totally overwhelmed by the quantity. They grab those they can and put them on a bus to be returned, the rest get by to later, hopefully, to be picked up by ICE. jdn
