As far as I can tell the Heinz company produces food products in the regions where the product is sold. This is the case for most international food companies. They produce food product in the countries or regions in which they are sold. I know this to be the case for Kraft foods, which has been producing food product in the markets they serve for at least 40 years...well before NAFTA. Part of the reason for producing food locally is that transportation costs tend to eat up profits. This is why items like food and beer are usually produced close to the consumer. There are exceptions for particular import products, but the rule is produce locally sell locally.
