I think that's our propaganda that they are using human shields......any possibility the city didn't choose to evacuate?? But it can also be said that they kept the people in the city cause they knew we would no longer bomb them like we did in Faluja.. Stalin did that in St. Petersburg, ie wouldn't let the city be evacuated figuring the Russian soldiers would fight harder if they had to protect their families. Makes some sense and seems to have worked.
