I use carrots when my employees do something extraordinary. I don't use carrots when they are merely just doing their job. I use a stick when they aren't doing their jobs. Carrots for doing great things. Sticks for doing bad things. It works.

One of the problems, though, is that big corporate contributors have more powerful carrots and sticks than the Dem leadership does.
