They probably have won the contract in south africa with the help of Siemens. Siemens has very strong relationships with the incumbent telcoms and the politicians, not only in africa but also in germay. That why they win most of the contracts. It's most often not the better price or performance, it's jobs, investments and relationships they are talking about. I could give you at least five of this examples in europe. Best regards Bodo
