You don't get a second Windows Task Bar with your second monitor. To put an application in the second monitor, "size" it (the middle of the three buttons in the top right, then drag it to the other monitor and then maximize it. I haven't really figured out yet how Windows decides which monitor to start an app on, but it has to do with where it was when you closed it last and might have to do with where you closed it last in the "sized" mode.

If you want to spread an app across both monitors, just size it and then spread it out to fit the entire desktop. I do this with Real Tick and it works great. I have charts on one monitor; minders, MM's and TOS on the other monitor. If I want to use a browser I can put it on either monitor and keep track of what's going on with one eye.
