Hussein didn't lift a finger without getting approval from Washington on most of his brutality, especially the retribution on the al Sabah family of Kuwait for stealing Iraq's oil in the 1990 invasion. And the mass slaughter of the Shiites and Kurds in the aftermath of Gulf War I was due to the incitement by George H.W. Bush of the Shiites and Kurds, and Bush's rapid betrayal of these people. Even as stalwart a Republican apparatchik as Rep. Katherine Harris has stated, on the record, that Bush's actions were "tantamount to betrayal". You should know this history.
