In case anyone is interested... The whole callback service is not a new thing. I used it 5 years ago from the oil rigs and ground stations in Mexico. The Mexican rates are 4x what the US companies charge. Like the poster on AOL said, multinational companies have used it for several years now. The setup is similar for their internet and intranet connections with added emphasis on security. One nice feature is that once the other party hangs up, you just get the dial tone again and can continue making phone calls, without having to initiate the whole sequence over. I hope this helps.
