But, has he been charged with stealing original documents and kept them from the 911 committee? He hasn't been charged with anything. He admits taking the documents from the facility, which is a crime. How it will be handled by the Justice department remains to be seen. No "innocent until proven guilty" here, he was caught and has confessed. His motives will always be conjecture. If you run your car over my flowerbed, I can figure it was an accident or you did it on purpose. I can't get inside your head and know for sure. But if you hate me, you have a motive. The papers Berger took probably made him look bad. Thats a motive. TWT.
