Because I don't know of any other leader in the mining countries that CAD companies like to explore, that is as radical as he is. There are also not many countries that can generate oil cash flows like Venezuella is. Since mining is capital intensive.. Understand that I am no expert on international politics, and my opinion is based only on what I have read. So it (my opinion) may not be worth as much as I think it is <g>.
