I don't think this is a situation where it is not "known" what needs to be done...Japan "knows" but there are superior forces at work which prevent it from taking the necessary steps.. among those "forces" are the desires and wishes of the powerful bureaucrats who really control the country. there are, no doubt, other factors at work also.

The bottom line is that Europe and the U.S. have not been successful in diplomatically "urging" Japan to implement those reforms and must therefore, start thinking about playing "hardball" with Japan. One way of doing that is to place limits/restrictions on Japanese imports to Europe and the U.S.. Japan is once again attempting to export its way out of its mess. There is no real intention or desire to bring about true market reforms.
