Payments being delayed after the Settlement Date? That certainly doesn't sound good. I don't think that's allowable under T+3 rules I'm familiar with. What firm might that be?

There's insurance for up to $25 million or more for Securities, but only $100,000 for Cash. Sounds like 1987. Which firms went under back then... was it Bache?
