the Olympics had to be an attempted big payday to his Chicago boys,so Obama let them send him into the fray...What does that mean?

1)Obama couldn't understand his mission was a lost cause,thus not too bright without a teleprompter..

or
2)He is really just a lackey taking instructions from others..
