Ted, here's the bottom line. The Democrats passed an unworkable bill in order to make the CBO numbers look good. And that in turn was because they needed to dupe the more moderate members of Congress into voting for it.

The Democrats know that once this is passed, there is no way to repeal it. So they pass a klunker of a bill in the hopes that they can fix it later. But "fixing" it means removing some of the unworkable parts of the bill that were put in just to get the initial support for passage.

This is dirty politics as usual. Stuff gets done, but bridges are burned and the price has to be paid.
