Correct. In addition, instead of speeding up decision-making it will actually slow it down. I have ample personal experience with the layering of beaucracies. It is nothing more than moving the lawn chairs around so everything looks pretty. Another Czar we don't need. Some firmly enforced policies regarding profiling, immigration and border protection plus some serious ass-kicking at the higher levels of the agencies is what is required.
