Google the Cuyahoga River sometime. The EPA was fought by Republicans from the start. Acid rain was a big controversy, the cost of the scrubbers was supposed to drive the price of electricity up to the point that it would bankrupt the country.

So yes, the Republicans were for rivers with no fish and rain that would dissolve buildings and statues. Because the costs of 'doing something' was deemed far too high to bear.
