Not really. Look, under Bush it became possible to be declared a terrorist, arrested, sent overseas somewhere, subject to 'enhanced interrogation' all without due process or the hope of getting out unless the president authorized it. And all that was required to enter into the system was the allegation or even just suspicion that you might have some linkage to terrorism. There were no standards, no review process and nothing like oversight. That is the exact gateway that leads to boots kicking down doors and people getting disappeared.
