Bush trying to make whores out of Florida voters now, promising them 2 billion like he promised NYC 41 billion in 2001, and never delivered. But that's OK, Bush is great at making promises during election seasons he forgets about later. Remember when he promised us 2.6 million new jobs by November? Try zero. LOL
