When Paulson was interviewed on CNBC, he said the filing for the IPO would be submitted within 60 days -- which I've seen interpreted to mean by Feb. 7, by Feb. 9, or by a couple of other dates in this vicinity. In the CC the other day, he said there would be a press release if NAVR was not going to meet the 60-day target.

You're right to say that it doesn't have to happen by Feb. 7, but Paulson's two public statements on the matter have been consistent (60-day timetable that seems to suggest S-1 filing by mid-February).
