Anyone straighten me out. On the HCR 001. At the bottom it Say: "Contigent on Section 19-6-8 of Utah Code" Approval by State Legislature Approval by EXEC. secretary of the Solid and Hazardous Waste Control Board Approval by Local Governmental entity Which of these has not been met ???
