M--It is true that God is not held by His commandments to us but, in this case he is asking Moses,a man,to vary from the commandments. If it was God who wanted to kill all those people, so be it but, he asked Moses to do it. Therefore, I believe that the use of the word "murder" in the commandment is more appropriate when you consider what followed after the commandments were issued.
