Debra, I have a old recipe from my father-in-law for Mongolian BEEF who was from Manchuria, but the base is similar to SATE (peanut butter base or soybean base(not soysauce). I have noticed that some advertise Mongolian Beef but its base is soy sauce and oyster sauce.

I lean more towards the bean base recipe as being more original since there are no oysters in Mongolia. ggggggggggggggg

The recipe is simple:

peanut butter
garlic
hot chillis
sugar
vinegar
water
redwine

I use to grill it on a stick at my restaurant. Since this will become a marinade, you will need to make it fairly thin. Dont be stingy with the sugar. If you grill it, the sugar will brown nicely and enhance the appearance and taste.
