I've taken this up with Lars via PM, but I'm going to share the technical details here for the benefit of anyone who's interested. Unfortunately, the information Lars was given was very wrong.

NT Embedded file system support:
File allocation table (FAT), NTFS file system, and Compact Disc File System (CDFS)

NT Embedded solid state memory support (flash):
Boots and operates an embedded device from spindleless media (for example, integrated flash memory) that is exposed as a block-mode device for file systems
M-Systems DiskOnChip 2000 support, SANDisk, and Compact Flash
NTFS file system and FAT file allocation table support for compression and security

SQL Server CE licensing:
Each developer on the project needs a copy of SQL Server Developer Edition
There are no licensing fees for SQL Server CE
The back-end SQL Server needs to be licensed per standard SQL Server licensing
