How does that derail the NY Times argument?

1 - Tax revenue has not declined as a portion of the economy, while government spending has gone up by the same measure. Its spending that's changed not tax revenue.

2 - Tax revenue was 40 percent of GDP, a very high figure, and well above what should be necessary for a national government except in times of major war.
