w may support israel keeping most populous settlements and limit palestinians return to areas outside israel. u s hasn't pushed iraq to accept jews right to return to iraq. u n and europe and russia may not take w's position. meanwhile, israel is giving up settlements in gaza on the mediterranean- for ambiguous support of w - without support of other 3 parties. and arafat opposes even weak position of w.
