I am not in a position to talk for LMT.

But this statement sounds more like LMT expressing an opinion of how they think the US would react. The statement should be given as much consideration as you think LMT's experience in such matters affords them. Of course LMT does not speak for the US government.

I should add I know nothing of the specifics here - just your post.
