Trev, TD-SCDMA is pathetic for the same reason that VW-40 aka W-CDMA aka 3GSM was pathetic = they were cobbled together with the primary purpose of avoiding paying for intellectual property and for getting intellectual property included and ring-fencing a market while creating an oligopolistic platform to extract high prices from captive [more or less] customers.

In this instance, "controlling" the market/customers is not far off accurate.

I'm not aware of any technological advantages TD-SCDMA has over CDMA2000, let alone W-CDMA. I'm aware of some disadvantages.

I don't believe QCOM has smacked their foreheads saying "Oh no, look at the amazing technology they have come up with. Why didn't we think of that?"

The delays seem entirely due to the Chinese idea of developing their own, special, in-house design. <Why are the delays solely their responsibility? Don't we share in some of that. > When things are done unilaterally, one can't blame the innocent bystanders/passers-by.
