You must be English challenged, it says "framework for a comprehensive peace." What is it you do not understand? Time after time the neighboring Arab nations tried to undo the UN resolution by force. Since that signing, the same number of Jewish Arab refugees were repatriated and took the place of those that left. It has happened so many times in the last 100 years, but only the Palestinian problem was left unresolved. You do not just take one piece of an agreement, the one you happen to "like" and implement it, you strive for a "Comprehensive peace", which the Arabs have refused in the hope that in time, their overwhelming numbers and the weapons received from the Soviets will negate that agreement and their obligation to settle in peace. The Palestinians are and were a pawn in the hands of the East/West conflict and of the despotic Arab nations surrounding Israel, what is it you do not understand in that simplicity? Finally, in Oslo, another agreement was signed, and to assure Israel's security, the Palestinina agreed to the type of weapons they will be allowed to have, only weapons required for internal security. They broke this agreement because they want, as you apparently do, an Islamic state covering the whole of "Palestine" on the east bank of the Jordan, just as some extreme Israeli want or wanted the "whole of Palestine on both banks of the Jordan". Well neither of these wants are congruent with a peace arrangement, so these wants must be modified if peace is to be reached. The longer there is no such a peace agreement, the more "Might is right" will prevail, and since at this time Israel has the "Might", the Palestinians must find a way to persuade the majority of their population that the current approach does not work. If they don't, the will end up with absolutely nothing, with settlements creeping more and more into what could have been their state.
