I'm no expert on his period as Governor of California, but here's a brief commentary on Reagan as Governor, from Reagan's America, by Garry Wills. Bolds and itals mine.

"Reagan is different. He not only maintained his campaign views [anti-government], but he did so sincerely, despite a diverging practice. He did not seem to be affected by the reality of what he was doing. He continued to profess that he had cut government spending when he had raised it drastically. That is the first mystery about the man. The second is that he was (and is) believed."

I take the liberty of repeating the final two sentences in caps, for emphasis:

"...THAT IS THE FIRST MYSTERY ABOUT THE MAN. [The divergence between fact and what he professed.] THE SECOND IS THAT HE WAS (AND IS) BELIEVED."

And we see here that mystery displaying itself in all its depressing glory. The whole situation smells to me of something like Original Sin.
