People are also living longer and the government keeps running deficits. Industrialized countries everywhere are seeing the effects of zero or negative population growth. The key to not having to have more children if you don't want them? Immigration. That, however, isn't palatable to many but, well, tough noogies. The other option is to die earlier or work longer. I believe the obesity epidemic in the US will take care of the first and people are already doing the second especially after the stock market crash.
