Tough new traffic rules to cut carnage

BRASILIA (Reuter) - Brazil's President Fernando Henrique Cardoso Tuesday sanctioned a new traffic law which sets tough fines in a bid to reduce the carnage on the roads of South America's largest nation.

The law, which sets a maximum $800 fine for traffic offences and jail sentences of up to three years for serious infractions resulting in death, will take effect in three months.

"We're not dealing just with fatalities here," Cardoso said. "Most traffic accidents can be foreseen and avoided."

Brazil's roads are notoriously dangerous. Officials say about 50,000 people are killed in traffic accidents every year in this country of just under 160 million people.

Red traffic lights are routinely ignored, especially in Rio de Janeiro where locals argue that stopping would put them at the mercy of carjackers. In most cities, driving licences can be bought for as little as $150.

In the past year, Brasilia has led the nation in battling what Brazilians call "savage traffic."

The local government in the Brazilian capital introduced speed cameras and shocked residents by forcing drivers to stop at pedestrian crossings, a measure which at first wreaked havoc as cars slammed into the rear of stopped vehicles.
