The republicans are saying more controls must be in place before they invest OUR money,

Wrong, Republican Senators that voted no wanted UAW to accept a pay cut in 09 and to remove the environmental requirements, put in by 'crats, which drive up costs for the manufacturers, as conditions for the loan.
