Of course not. That's not the question.

Again, I'll cite the statute:

"Whoever promises any employment position to any person as consideration, favor, or reward for any political activity, or for the support of or opposition to any candidate, shall be fined or imprisoned."

For this statute to apply, there must be a promise of any "employment position to any person as consideration ... or reward for any political activity".

Can you provide ANY EXAMPLE of GWB making such a promise? If not, you are wrong and should eat your words.

The reality is you were wrong, and your failure to admit it is now starting to look like a more egregious kind of conduct (lying, misrepresentation, falsehoods, etc.)

You will need to either prove your point or correct your mistake. Or, just be known as one who plays fast and loose with the facts ;)
