my guess is the relative small % moves. It is optimised for them due to futures stress.

Futures don't move much at all in % of price. The margin causes little moves to mean something. A high cap like intc has moved from 50 to 114 a real good move for a hi cap since Jan 96. that is 5 to 11.5 or 2.5 to 5.25 or 15 to 34.5 . how many stocks have done that and much more. look at TEAM 5 to 30, even WTT in slight disfavor has gone from 6.18 to 11 with a high of 16.75 in same time frame. List is endless.

Float and other things combine to make even the movers in hi caps slow in comparsion to the low float stocks. they act more like futures which seldom trend. So, a ind based on momentum or ROC will not behave the same depending upon % moves and time in trend.
